Spanish National Police have raided two properties in Ceuta and arrested three people after finding 28 migrants living in overcrowded and reportedly poor conditions.

Police said the properties were allegedly being used to hide migrants in an irregular immigration situation in exchange for money. One of the locations, in the El Príncipe neighbourhood, was an unfinished building with no running water, electricity, proper ventilation or kitchen facilities.

Officers found several migrants sleeping on mattresses placed directly on the floor, with the building lacking basic conditions needed for safe habitation.

A second property in Loma Colmenar was also allegedly being used to accommodate migrants while they remained in Ceuta.

Authorities said their investigation indicates the properties were managed by different people who charged migrants for accommodation and assistance with staying in the city. Police estimate the operation generated more than 10,000 euros.

The operation highlights the difficult conditions facing some migrants in Ceuta, where authorities continue dealing with a large number of people who have entered the Spanish enclave.

Police say investigations into the alleged accommodation network are continuing.
